The ethanol industry is optimistic the Biden administration will issue far fewer exemptions from the ethanol mandate than the Trump administration did despite a Supreme Court setback. Justices overturned, 6-3, an appellate court ruling that greatly restricted the eligibility of small refineries for "hardship" waivers from complying with the Renewable Fuel Standard.

Biofuels could play an important role in helping the nation reduce greenhouse gas emissions and mitigate the impact of global warming, said an ethanol trade group on Tuesday, with an eye on upcoming infrastructure legislation. Growth Energy suggested the government pay retailers to lower the price of E15 to entice motorists to buy the higher-blend renewable fuel.

Agricultural law expert Janie Hipp promised on Thursday to be "a big voice at the interdepartmental table" in dealing with cattle prices and biofuels if she is confirmed by the Senate to lead the USDA's legal shop. "I commit to you that I will get on this [cattle price transparency] as one of my very, very top priorities."

The U.S. economy could grow at its fastest rate — 7 percent — in nearly four decades, with the farm sector sharing in the energetic recovery from the pandemic, said CoBank on Thursday. "Many in the agricultural industry are experiencing the best market conditions since 2013," said the lender in a quarterly assessment of the sector.

President Biden unveiled a $2 trillion infrastructure package — "a once-in-a-generation investment in America" — on Wednesday that calls for spending $100 billion to deliver affordable and reliable broadband service to all Americans. U.S. ethanol production plunged 13 percent last year due to the pandemic, costing the industry around $4 billion in sales. But it may recover fully by 2023, on the strength of larger exports and rising domestic use of higher blends of ethanol into gasoline, said the Food and Agricultural Policy Research Institute.

Battered by the pandemic, the ethanol industry labeled itself on Tuesday as the climate-friendly automobile fuel of the future. Officials said it could be a year or more before straggling biofuel sales recover fully from the coronavirus. "Mark my words, zero-carbon (emissions) corn ethanol is coming," said Geoff Cooper, chief executive of the Renewable Fuels Association.

Row crop farmers would see payments of $20 an acre and livestock producers would be compensated for animals culled during the pandemic under the $900 billion coronavirus relief bill that was unexpectedly challenged by President Trump on Tuesday, a day after Congress passed it. The $13 billion bill includes a $400 million dairy donation program, aid to contract poultry growers, and assistance for textile mills and, potentially, ethanol refineries.

The ethanol industry, which says it has lost $3.8 billion in sales since March, is looking to the Biden administration for relief at the same time that farm groups want the new president to resolve the trade war with China. But a Purdue University professor said it was unlikely Biden would immediately undertake broad-scale trade reform, pointing out that "he has other priorities that take precedence."
