The city is among a handful of districts in Maryland to adopt “community eligibility,” which allows schools to offer free lunch and breakfast to children in neighborhoods with high poverty rates, rather continuing the usual system of free, reduced-price and full-price meals depending on a family’s income. State Delegate Keith Haynes, the lead sponsor of legislation that cleared the way for Baltimore to offer meals for free to all students, said the law is a “great equalizer” for students.
