The three largest allotments of the mandatory funding are $250 million got the Rural Energy for America Program at $250 million, a bio-processing assistance program at $200 million, and the Biomass Crop Asssistance Program at $125 million. REAP offers grants for energy efficiency and development of renewable energy. BCAP shares the cost with farmers of establishing biomass crops and delivering them to processors. The bio-processing program provides loan guarantees for commercial-scale facilities that produce energy, renewable chemicals or bio-based products.
